Manipur chief minister N. Biren Singh speaks on the concluding day of the summit in Imphal on Wednesday

Imphal: The two-day North East Development Summit concluded on a positive note here on Wednesday with the Manipur government signing 39 memoranda of understanding (MoU) with various firms, primarily in healthcare, infrastructure, skill development and agriculture.

President Ram Nath Kovind had inaugurated the summit on Tuesday.

An official release said the state forest department signed four MoUs – two with the HSMM Group of Laos for agarwood plantation and production of essential oil and commercial production of orchids, one with NLR of Netherland for production of biofuels from bamboo and one with the Tribal Cooperative Marketing Development Federation of India for minimum support prices for minor forest produces.

The state’s higher education department signed an MoU with Unesco Centre, the UK, for setting up a private university in Manipur.

The finance department signed an MoU with the Indo-Swiss Centre, Switzerland, for facilitating attracting investment in trade and tourism.

The agriculture department signed an MoU with MSTC, a government of India undertaking, for e-marketing of agricultural produce from Manipur.

The state tourism department signed an MoU with the Lao Peoples Democratic Republic for development of tourism and another with Star Track Business House Pvt Ltd, Mumbai, for a Rs 50-crore infrastructure development project.

The Manipur Police Housing Corporation signed an MoU with Fitzroy Salai Holdings, Calcutta, for a cable car project in the state.

Rounding off the summit, chief minister N. Biren Singh said the event was an effort to showcase and explore the potential of the Northeast in establishing itself as the “hub” of India’s Act East Policy.

He said the summit marked the beginning of his government’s and private companies’ commitment towards building a partnership to address the aspirations of the people by unlocking the full potential of the state.

He hoped that the positive outcome of the summit would transform the business and development environment of the region in general and Manipur in particular.

The two-day business summit of Northeast India and Association for South East Asian Nations (ASEAN) countries concluded today at City Convention Centre, Palace Compound signing 39 agreements worth Rs. 4000-5000 crores.

Chief minister N. Biren in the valedictory function said that the summit was an effort to showcase and explore the potential of North East India in establishing itself as a hub of India’s Act East Policy.

He contended that the summit also marked the beginning of the government as well as the private companies’ commitment towards collective efforts of building partnerships to address the aspirations of the people by unlocking the full potential of the State.

The positive outcomes from this summit would transform the business and development environment of the Northeast region in general and Manipur in particular, he added.

With the signing of these MoUs, the chief minister expressed hope that both the state as well as the investors will be benefited with great return.

The valedictory function was also attended by health minister, L. Jayantakumar, DoNER secretary Naveen Verma, Union tourism secretary, Rashmi Verma, Keirao A/C MLA, L. Rameshwor, Manipur Infrastructure and Development Agency (MIDA) vice-chairman, M. Asnikumar and additional chief secretary (home) and MIDA chief executive officer, J. Suresh Babu attended the function as presidium members.

The historic event for the state and the region as a whole was held as part of Sangai festival for business development of the state. It had five sessions focusing on areas of trade and investment, connectivity and infrastructure development, tourism development in the region, skill development, capacity building and entrepreneurship.

The summit was organised by India Foundation in collaboration with the government of Manipur. It was inaugurated yesterday by the President of the nation, Ramnath Kovind Singh.

In the morning session today, Deputy Chief of Mission, Embassy of Japan, Yutaka Kikuta said North East region of India is a place where Japan’s Free and Open Indo-Pacific Strategy and India’s Act East Policy converge.

Japan has placed importance on cooperation in North East Region, he stated, adding as of last year, of the 4,590 Japanese establishments in India, 64 are located in NE.

Yutaka Kikuta also stressed on certain issues hindering investment from Japanese companies and said limited physical infrastructure of the region is one. Another concern of the Japanese companies as well as the government of Japan is security situation, he said. Safety is the first priority and basic requirement when Japanese companies consider business and investment, he added.

According to him, the region can expect many Japanese companies once they have successfully faced the challenges for the region is abundant in talented human capital and natural resources. Stating that Japan is happy to discuss with relevant authorities to find solutions, he added, to expand trade and investments, it is also important to expand culture and people and people exchanges.

Department of Industrial Policy and Promotion Joint Secretary, Dr Vandana Kumar meanwhile expressed the need to create conducive business environment for the industry to flourish here. The region, she said, has a huge potential be it in organic farming, horticulture based industries, food processing industry, tourism, mineral based industries, and that the government of India will accord full support.

ASEAN-India Business Council Co-Chairman, Dato’ Ramesh Kodammal highlighting India’s close to 1.2 billion population and 650 million of ASEAN countries said this is a huge market which means the region has a huge opportunity to take advantage of it once we link the region to the market. He recommended organising NE India Development Summit to market the North East to the world. NE Summit should be conducted every year on a rotating basis in every State, he suggested. Kodammal also said without connectivity of business, businesses will not grow.

SBI Life Managing Director and CEO, Arijit Basu said connectivity is very important for business, but any growth in industry would also require the ability to market and ability to ensure that raw material move from one place to another for which road and rail connectivity will be crucial linkages.

Indian Council for Research on International Economic Relations (ICRIER) Director and Chief Executive, Dr. Rajat Kathuria said trade for peace is a great idea. He however said North East has not integrated much either with itself or with the rest of the country or the rest of the world. Further observing that the North East’s share in India’s trade with the ASEAN is about 1 percent, he stressed that is very low.
